Implementation of the Integrated Referral System Application (SISRUTE) at RSU Aliyah II, Kendari City

The Integrated Referral System (SISRUTE) is an online information system that connects data between healthcare facilities. However, its implementation in hospitals remains suboptimal due to unstable internet connectivity and delayed response times from referral destination hospitals. This study aims to explore the implementation of the SISRUTE application in 2025 using a qualitative phenomenological approach. Data were collected through interviews, observations, and documentation involving six informants. The findings indicate that human resources and infrastructure are relatively adequate, and the use of the application follows established guidelines. Nonetheless, the implementation has not been fully optimal. Although referral planning is conducted through the application, organizational efforts have not involved a dedicated team and rely only on on-duty staff. Key issues include delayed responses from referral hospitals, limited space in the Emergency Department (ED), and network disruptions that hinder application operations. Supervision is carried out in coordination with the Health Office, while evaluations are conducted both periodically and incidentally. In conclusion, the implementation of SISRUTE has yet to reach optimal performance. It is necessary to assign dedicated personnel and improve infrastructure and facilities to support a smoother and more effective referral system.
